Inmate Mail


All inmates are encouraged to maintain ties with their friends, families and other significant community contacts which will aid in their reintegration process. All inmate mail, both incoming and outgoing, may be opened and inspected for contraband, cash, checks and money orders. A receipt is given to the inmate for money orders, cash and checks are returned to the sender. Mail is read, censored, or rejected when based on the legitimate facility interests of order and security.
 
When the inmate bears the mailing cost, there is no limit on the volume of letters he can send, or on the length, language, content, or source of mail, except when there is clear and convincing evidence that limitation is necessary to protect public safety or facility order and security.

Incoming mail to which any of the following apply will be rejected and returned to sender:
  • Correspondence may be disallowed upon detection of escape plans, plans for the disruption of institutional routine and/or order, plans for the importation of contraband, and/or plans for outside illegal activities.
  • Written in code;
  • Drawings, photos, etc., of gang symbols or signals are included;
  • Printed or written using colored ink, other than blue (pen) or black (pen or printer);
  • Written with any implement other than a standard pencil or ink pen (i.e., no colored pencils, markers, crayons, paints, etc.) 
  • Glue, stickers, white-out, lipstick, glitter, or any foreign substance are present (this includes greeting cards).
  • Greeting cards, other than the standard bi-fold card are not accepted.
  • Cards consisting of glued backs, three or more folds, musical cards, battery inserts, recorded voices, etc., will be rejected.
Inmates are allowed to have only twelve (12) photos in their possession at any time. Polaroid pictures and nude photos, or photos exposing excessive skin of an individual are not allowed. This will be done in an effort to avoid any interpretation of pornography and to eliminate a hostile workplace for staff. This rule also applies to photos of infant children in order to avoid confrontation with known or unknown child abusers in the population. 
 
Magazines, periodicals, or other such correspondence are disallowed. These items are provided in the library. Newspapers are available in the dayrooms.
 
Inmates are provided with everything necessary during their incarceration. Therefore, packages will not be accepted and will be returned to sender.

Inmates are allowed to have up to five books at a time. They must be soft cover books and must come directly from a national publishing house or an internet provider, i.e., Amazon.com. (Barnes & Noble on-line and others like it are not qualified sources for books.)  Books available in the library are not allowed and will be retruned to sender.

Incoming mail from the U. S. Post Office will be delivered to the inmates, usually within 24 hours, excluding Saturdays, Sundays, Federal and facility holidays.
